SPECIAL REPORT — An “AI Force.” No Guardrails. A Race Without a Map.
SPECIAL REPORT - September 20, 2026 - Eastern Time Not a Day letter. Continuity from the September 12 AI SPECIAL REPORT and the September 13 UPDATE on Trump dismissing the pacing lane. Canonical SPECIAL: An AI researcher just quit over ‘out-of-control’ AI fears
Dear Delaware,
On Saturday, September 19, 2026, President Donald Trump posted on Truth Social that he is forming an “AI Force,” “much like I did Space Force,” and will announce an AI “Czar” “in the near future.” He said the administration “will not in any way hinder or stifle the Growth of this incredible Industry,” will “cherish it, help it, and watch over it,” and look for “BAD” through the already existing Criminal and Civil Justice System.
He claimed AI could be “possibly as much as 25% of our Country’s GDP,” that the United States is “leading China... and I intend to keep it that way,” and that “Only High I.Q. individuals need apply!” (Reuters; CNN; BBC; NBC News; Newsweek - Sep 19, 2026.)
Those are his claims and his branding. Announced intent on social media is not a standing military branch. It is not a statute, a budget, or an org chart. And the czar has not been named.
What is not known - Space Force was law; "AI Force" is a pledge
Space Force is real. It became the sixth Armed Forces branch when the FY2020 NDAA was signed December 20, 2019 - statute, budget, command. Trump chose that analogy himself. Quoting it is fair. Treating “AI Force” as if a sixth-style service already stands up is not.
As of this writing, major wires report no details on structure, authorities, staffing, launch date, or legal basis. CNN asked the White House whether the AI Force would be a military branch. The White House did not clarify military versus civilian. Treat Saturday’s post as announced intent until Congress or the Pentagon puts paper under it.
This would be a second AI czar. David Sacks held the prior AI-and-crypto role, stepped down around March 2026 after a special-government-employee time limit, and moved to an advisory lane including PCAST, per CNN and Reuters. He has echoed skepticism of new federal AI rules. He is not the newly announced czar. No nominee has been named. I will not invent one.
Continuity - builders warn - CEOs pace - President dismisses - Force without new guardrails
This is the next chapter of the story already on our page.
Days ago, the people closest to the fuse asked for time. Anthropic’s Jacob Coxon quit over “out-of-control” fears - “Gambling with our lives.” Alignment Science Lead Evan Hubinger backed catastrophic seriousness with a personal estimate above ten percent within the next decade - his estimate, not a company figure. CEO Dario Amodei published “We Must Pace the Frontier.” OpenAI’s Sam Altman called independent evaluators “a great idea, and we will do the same.” Elon Musk wrote that “Dario is right.” (Prior SPECIAL; Amodei essay; Reuters/BBC Sep 12.)
From Doonbeg, Trump blew those concerns off - “leading China,” “whoever wins AI wins,” critics as “very negative forces” raising “things that won’t happen.” He has also called AI fears a “hoax” and argued the only guardrail needed is a “STRONG AND SMART ... PRESIDENT.” (Reuters Sep 13; Axios Sep 14; CNN on the Saturday cycle.)
Now he wraps AI in Space Force branding, rejects new guardrails, leans on a China race - still with no named accountable official, no public statute, and no vote for working Delawareans. That is not democracy listening. That is concentrated power naming the mic.
Separate stitch - Golden Dome puts AI on a clock you already pay for
Do not confuse Golden Dome with the AI Force. They are not the same entity.
Separately, the Space Force-led Golden Dome missile-defense effort is already wiring AI into command-and-control. On September 14, Gen. Michael Guetlein described decisions at “machine speed,” with peacetime human-in-the-loop shifting “more and more toward more and more automation” as threats accelerate - his framing, not a published rewrite of rules of engagement, and not a claim that Golden Dome is the AI Force. (Aviation Week.)
Cost is contested: roughly $175-180 billion in presidential and later projected figures, with independent estimates much higher - including over a trillion in DefenseScoop’s contested-estimate framing. Delaware already pays into that architecture while getting no vote on lab pacing or an undefined AI Force. Forever war plus an AI arms race is not abstract here. It is roofs, premiums, and payroll taxes funding systems that move faster than the public can oversee. (DefenseScoop Aug 27, 2026.)
US-China race - dual frame, attributed claims
Trump’s Saturday post centers the China race: “leading China... intend to keep it that way.” Some tech executives argue regulation risks ceding the lead; safety advocates often refute that framing. Hold both. (Reuters; CNN.)
U.S. agencies have alleged “industrial-scale” theft of U.S. model outputs by Chinese AI firms - U.S. government allegations. Company reports have described alleged Chinese government-affiliated misuse - company reports; Beijing rejects. CNN analysis has said Chinese labs narrowed the gap while still trailing the most advanced U.S. frontier systems - analysis, not a settled scoreboard. Do not assert Trump’s “25% of GDP” line as official economic fact.
This week’s diplomacy is context, not invented outcomes: Bessent-He Lifeng talks on AI security and trade; a Trump-Xi meeting around September 24 expected with AI “on the agenda” - expected as of this writing, not a signed deal. Brookings-Tsinghua experts floated nuclear-style AI red lines building on a prior Biden-Xi principle that humans retain control over nuclear-use decisions. Those are expert proposals and a prior principle, not a new Trump-Xi treaty. I will invent neither strike orders nor signed arms-control text. (Reuters Sep 17; CNN; Reuters Sep 19.)
Contested extinction warnings - dual frame, never campaign fact
Researchers and safety leaders have warned. Coxon quit. Hubinger backed catastrophic seriousness personally. Amodei, Altman, and Musk asked to pace or match evaluators. Geoffrey Hinton, in a closed-door briefing reported by NBC, told lawmakers Congress may have “maybe a year” to regulate. Those are contested expert warnings, not settled science, and not something this campaign asserts as proven fate.
Frame A: builders warn. Frame B: the President’s “hoax” / “won’t happen” / existing law is enough. I will not soft-pedal either. A republic that can hold both sentences is stronger than one that can only chant a slogan.
Delaware - write-in democracy against a race without a map
I spent years as a travel ICU nurse. I worked critical care, including under Department of Defense contract. I left the bedside after years on the front lines. I rebuilt in Delaware. I know what it means when a system runs faster than the people responsible for it. I know alarm fatigue.
What Coxon described is alarm fatigue at civilizational scale. What Saturday’s post adds is national-security branding without public architecture - a Force without a map, a czar without a name, a China race framed as destiny while Delaware still does not sit on the boards that set the pace.
Velvet-rope justice again: concentrated power decides; working people eat the risk and pay the contested mega-bills. What I will do: name the power; refuse to treat “whoever wins AI wins” as fate when the people writing the code asked for time; demand Senate hearings, public frameworks, and clear answers on military versus civilian status, accountability, and cost. Expand democracy. Not shrink it.
